In my conversations with CISOs, the most productive discussions begin when we move beyond broad statements about AI risk and instead examine the underlying components that create exposure. For cybersecurity executives, the primary concern is the interaction between AI systems and enterprise data, not the existence of AI as a standalone capability.

Governing AI Risk Requires Clear Risk Categories

Organizing AI-related risk into three distinct categories allows security teams to align controls to specific exposures rather than treating AI as a monolithic challenge.

One category involves the acceleration of threat activity through AI. Adversaries are using AI to scale social engineering, test vulnerabilities, and automate reconnaissance, which requires defenders to expand automation within detection and response programs while maintaining oversight and accountability.

A second category centers on the integrity of the AI environment inside the enterprise, including visibility into which models are sanctioned, which are being used informally, and how they are accessed. Shadow AI introduces risk when systems interact with corporate data outside established governance boundaries, particularly given the pace of model updates that can alter outputs, behavior, and compliance assumptions.

A third category addresses governance of AI usage by employees, developers, partners, and customers across operational environments. As AI becomes embedded in workflows, copilots, and agent-based tools, governance must extend beyond documentation to measurable control over how AI is applied and what information it can access.

Across all three categories, data exposure remains the consistent risk variable, since AI systems derive value from enterprise data that may also carry regulatory, reputational, or competitive sensitivity.

Governing Data Is the Most Practical Way to Govern AI

Most enterprises are not building foundation models and instead apply proprietary data to existing models through fine-tuning, retrieval-augmented generation, or direct prompt interaction. In that context, competitive advantage and security risk are both driven by how responsibly enterprise data is used within those systems.

For CISOs, this reframes AI governance around these critical questions:

  • What data is being shared with AI systems?
  • Who has the authority to share it?
  • Where is that data stored, processed, or embedded?
  • What controls exist to prevent misuse or overexposure?

Effective governance requires visibility into data lineage and data movement so security teams can understand how information flows from internal systems into external or embedded AI services. Without that visibility, meaningful risk assessment becomes difficult to operationalize.

Preparing data for AI use is therefore emerging as a core security function. Poor classification, excessive retention, and inconsistent governance practices increase exposure when sensitive data enters AI workflows. High-value data used for analytics or personalization frequently includes regulated or confidential content, which heightens the need for disciplined oversight. Vendors employ a range of architectural approaches, including direct routing of customer data to commercial large language models, fine-tuning models with client data, or embedding customer information within vector databases that support retrieval-based architectures. Each model introduces different implications for data retention, segregation, downstream processing, and accountability.

Security leaders need a structured and repeatable method for assessing these architectural differences, which requires moving beyond static questionnaires toward deeper analysis of how vendor AI systems process, store, and transmit enterprise data. Technical visibility into sanctioned and unsanctioned models, as well as open-source deployments, becomes essential in building an accurate risk profile.

Third-party AI governance should address clear criteria related to data handling practices, model training boundaries, retention policies, and segregation controls so that organizations can quantify incremental exposure introduced through vendor relationships.

Governing the Data and AI Connection Is the Next Security Discipline

Over the past several years, many organizations have invested in identifying sensitive data, addressing sprawl, and strengthening privacy and compliance controls. That foundation remains important, yet the next phase of maturity lies in understanding how enterprise data connects to AI systems across operational environments.

This includes governing employee use of AI tools, identifying shadow AI across networks, monitoring how developers integrate models into applications, and accounting for autonomous agents that may act on behalf of users or partners. As agent-based systems mature, governance models must extend access control and data oversight to software-driven actors alongside human users.

For cybersecurity executives operating under budget and talent constraints, this environment reinforces the importance of platform approaches that unify privacy, security, and governance objectives. Visibility must be paired with action, and governance must integrate directly into operational workflows to remain effective. Integrated approaches to data, identity, and AI governance illustrate how organizations are consolidating these disciplines into a unified control framework.

AI will continue to change in capability, architecture, and deployment models, while the central role of enterprise data remains constant. Organizations that treat AI governance as an extension of data governance are better positioned to support innovation while maintaining disciplined control over risk.
